Prof. Rice is a Professor at Washington & Lee School of Law’s Transnational Law Institute in Lexington, VA.
Prof. Rice is internationally recognized for his work and teaching in Human Rights, specifically against the death penalty. He is a member of the Board of Directors of Death Penalty Focus and the international representative for the National Association of Criminal Defense Lawyers on U.S. and international death penalty issues. He regularly speaks and writes internationally on human rights and the death penalty and has presented expert testimony before international bodies and courts. Prof. Rice has received a number of awards and recognitions for his work against the death penalty, including the 2002 Abolitionist of the Year Award from the Washington (State) Coalition to Abolish the Death Penalty and NACDL=s Champion of Justice Award.
He graduated first in his class from California Western School of Law in 1986. He has represented in clemency proceedings individuals sentenced to death, tried cases in U.S. State and Federal courts and argued appellate cases before a number of American courts including the United States Supreme Court, the California Supreme Court, and the New Mexico Supreme Court.
